On the afternoon of September 25, the Steering Committee for Flood and Storm Prevention and Combat had an emergency meeting. According to Mr. Bui Minh Tang, Director of the Central Center for Meteorological and Hydrological Forecasting, it is possible that on September 27, the storm will land on the North Central Coast (from Nghe An to Quang Tri) and the dangerous wind area will spread from Thanh Hoa to Quang Nam. Before that night 26th and 26th September, the storm directly affected this area.

Also according to Mr. Tang, the rain in the Central of this night decreased due to the storm absorbing the clouds but from tomorrow the rain got bigger. Rain will be intense in 24 hours from noon 26 to noon September 27, before the storm hits. After the storm hit the shore, the rain will decrease quickly. Rainfall forecast is in the range of 100-300mm, some local points can be up to 500mm.

The director of the Meteorological Center added that Nesat storms are now very strong off the Philippines, which could reach 13-14 in the coming days.'There is no exact forecast about the upcoming movement of this storm, but if it affects Vietnam, it must be until September 30 or October 1,' Mr. Tang said.

Due to the effects of storms and floods, the flood of rivers from Nghe An to Thua Thien - Hue from the afternoon of September 26 will rise again. However, the most worrisome area today is the Mekong River Delta when the flood water rises rapidly at a speed of 15cm per day. At present, flood in Tan Chau has been on the alert 3, Chau Doc is approximately alarm 3 . It is expected that by the end of September, the flood peak will reach 4.8-4.9m when the upstream flood is combined with high tide.

'Floods in the Mekong Delta this year only lost to the extreme flood years such as 1961, 1964, 2000. Floods came early, the period lasted until November 10 and stood at a high level, ' Mr. Tang said.

Minister Cao Duc Phat stressed that the most worrying is that Typhoon Haitang sweeps along the central coast. Therefore, the call for boats to shelter is extremely urgent. There are still 36 ships with more than 300 workers stuck in Hoang Sa. The minister asked the localities today, tomorrow to reap all the rice, rather than 'greener than old copper'.

Particularly for the Mekong Delta, Mr. Phat affirmed that floods are rising and rising.'In the next 15 days is the most intense flood time of the year. I asked to evacuate people from landslides, urgently reinforce the shore and concentrate on saving rice , 'he said.

Addressing the meeting, Deputy Prime Minister Hoang Trung Hai stressed that the response time is not much, only until the afternoon (September 26). In the situation where the two storms appeared in parallel, Mr. Hai noted the forecast because the interaction would make the storm's path complicated. The number one task at this time is to take care of ships and boats at sea, in addition to 36 ships in Hoang Sa, 92 Truong Sa ships and more than 26,000 coastal vessels.

Also according to the Deputy Prime Minister, it is necessary to determine the danger zone of strong winds from level 7-8 from Nghe An to Khanh Hoa.'Experience shows that we are fighting storms well but the flooding caused many deaths. Need to enhance flood control, prevent accidents in storms and storms , 'Mr. Hai directed.

In addition, the Deputy Prime Minister also noted that the localities arranged seriously, enhance safety of lakes and dams. Particularly, the Mekong River Delta should urgently handle and protect the dikes and harvest rice early, avoiding losing rice.
