'ICT and administrative reform' put expectations on the Prime Minister
Administrative reform is one of the hot topics that are being attracted by many people in the dialogue with the Prime Minister on February 9. IT and communication, with the role of computerizing the state administrative apparatus, are also many fields expected by the Prime Minister to answer and orient in this special dialogue.
In addition to the main factor of 'people', few people should pay attention to technology as a tool to help find people and be the foundation for publicity, transparency and efficiency for the public administration reform we. That is the result of Information and Communication Technology, the most advanced tool that has brought human society to the intellectual and information society.
But unfortunately, the president has it, but the reality has not been seen yet. A prominent example when looking up the word 'Government' and the English word 'egov Vietnam' online has two different results: One page of the Government and one page of the Project Steering Committee 112. Obviously we did, but are very inconsistent.
Administrative reforms must go hand in hand with computerization, but unfortunately both are stagnant. Regarding the Government's computerization project, until now, the question has not been answered after 5 years what we have done and more importantly, what do we need to do? While public opinion is still questioning the slowness of administrative reforms and also the entrenched of the project of administrative reform computerization in the past period.
ICT is an important driving force of ICT development and application in order to promote innovation, support integration, and contribute to the success of the country's industrialization and modernization. In 2005 and 2006, two laws on ICT were born to meet the social needs of rights and obligations to enjoy the achievements of ICT, contributing to promoting socio-economic development.
Unfortunately, the law already exists, but e-customs, e-payment, and electronic authentication are never known to allow ICT laws to go into everyday life. ICT is just a tool, and ICT application is a related responsibility of many different ministries and branches.
But unfortunately 'he' has 'rights' in the administrative system but cannot sit down to solve problems that have been far removed from us for decades. Is the answer 'lack of consistency and lack of a centralized coordinating agency' for 'general guidelines' for the whole society to benefit from the achievements that ICTs bring?
WTO integration is an opportunity to 'go to the big sea' of all Vietnamese people, but the challenge is not small and very expensive. Recently, a short online news about the Romanian President asserting Bill Gates " It is because of the illegal copying that users in a developing country have the opportunity to interact with the products of Microsoft to explore the open world of computers and the Internet . 'A bold and clear way to integrate.
Through survey from the city. Ho Chi Minh City with a clue is a department to buy commercial office software for about 300 employees that cost up to VND 2.5 billion. If 80 clues of Vietnam 's largest commercial center were computerized, it would cost 200 billion VND, equal to the IT investment cost in this city for three years.
Integration issues and international commitments set 'what we, the state must do?' In order to not only the Government and more than 200,000 businesses, the education sector and the whole society will save money when converting using alternative IT solutions and products that are popular with low-cost services, IT -TT is applied and successfully used in Vietnam in international integration commitments.
