Because the moon is near the extreme point - the point that is farthest away from the earth in the orbital elliptical orbit, it cannot cover the entire sun. Therefore, the ring of sunlight is still shining and radiating around the moon's circumference. But at the peak, this solar eclipse will block about 94% of sunlight.
