ICT universalization to narrow the digital gap between urban and rural areas.

However, the popularity of ICT services is mainly concentrated in urban areas. While telecom and Internet services in large cities are rapidly approaching saturation, the development of these services in rural areas, which account for more than 70% of the population, is still low and poor.
