Vietnam - The United States officially signed a nuclear cooperation agreement

On May 6, 2014, in Hanoi, Minister of Science and Technology Nguyen Quan and Ambassador Extraordinary and Plenipotentiary of the United States in Vietnam David Shear officially signed the Cooperation Agreement between the Vietnamese Government South and the United States on the peaceful use of nuclear energy (referred to as Agreement 123).

The signing of the 123 Agreement was signed under the authorization of the Prime Minister of the Socialist Republic of Vietnam Nguyen Tan Dung and President of the United States of America Barack Obama.

Earlier, on October 10, 2013 in Brunei, this Agreement was also signed between Deputy Prime Minister, Vietnamese Foreign Minister Pham Binh Minh and US Secretary of State John Kerry on the sidelines of the Summit. East Asia.

The content of the Agreement is to regulate commercial transactions in the field of nuclear energy and create a legal framework to strengthen cooperation between Vietnam and US partners in research and training activities, development and application of nuclear energy, especially in nuclear power development in Vietnam.

The scope of cooperation of the Agreement includes: Developing the use of nuclear energy; research, development and application of civil nuclear reactor technology, management of used fuels; training, infrastructure development and human resources; research and application of radioisotopes in industry, agriculture, health and environment; radiation protection, radioactive waste management, used fuel; safety, security, inspection and non-proliferation.

The agreement is valid for 30 years, will continue to be valid for each period of 5 years and can be amended when there is an agreement between the two sides through diplomatic channels.

The signing of the Agreement is expected to mark an important step in the credibility of the cooperation between Vietnam and the United States on the peaceful use of nuclear energy, while opening up great prospects. Great for both parties in promoting specific cooperation projects on radiation application as well as nuclear power development for each country's socio-economic development.
