Explaining this issue, Mr. Tran Quang Nang - Head of the Short-Term Meteorological Forecasting Department (Central Hydrometeorological Forecast Center) said that the reason is that the storm No. 10 was the first storm to be given the level warning of level 4 danger because of compliance with Prime Minister's Decision No. 44 signed on August 15, 2014.

Mr. Nang added, in Decision No. 44, the level of risk of each type of disaster is divided into 5 levels and is associated with a specific color, according to the increasing level: level 1 blue is risky. small ro; Yellow level 2 is the average risk; Level 3 orange is a big risk; Red level 4 is a huge risk; Level 5 purple is a disaster.
