National Steering Committee for Avian Influenza Prevention has issued a guiding document: Breeding establishments in epidemic areas do not have to destroy poultry flocks if they perform well in biosafety and have test results. negative for avian influenza virus
Similarly, intensive breeding facilities that are isolated from the population do not have to destroy poultry flocks if they give negative test results to H5.
Destroy all poultry in the commune with 50% of the villages being translated
According to the Directive 3083 of November 25 of the Department of Animal Health (Ministry of Agriculture and Rural Development) on a number of urgent measures to handle outbreaks of avian (H5N1) in poultry, when the birds have the phenomenon of sickness, Suspected of being sick, Animal Health must take samples to send to District Veterinary Station for immediate testing, and immediately destroy all poultry flocks at the translation point.
Zone translation
Localities where epidemic outbreaks need to carry out disinfection hygiene to disinfect the entire epidemic area and within a radius of 3 km from the circumference of the outbreak;spray disinfectants into vehicles entering and leaving the epidemic areas;vaccination encircles all poultry in the buffer zone within a radius of 5 km from the circumference of the outbreak (if the area has not been vaccinated);
At the same time, it is prohibited to transport poultry and poultry products into and out of epidemic areas and within a distance of 3 km away from the epidemic-hit area and to set up quarantine latches on main roads leading into the epidemic areas. dispatching teams to translate 24/24 hours;tabulate the warning area for the translation.
For villages, hamlets and hamlets, if epidemics occur in a household, all poultry must be destroyed in that household; culling poultry in surrounding households if raising freely; Epidemic points occur from two or more households but scattered in villages, hamlets and hamlets, then destroy all poultry in that village or hamlet.
If the commune has more than 50% of the translated villages (hamlets, hamlets or hamlets, it is understood that there is 1 or more translation points), destroy all poultry in that commune.
For concentrated farms and animal husbandry establishments, all poultry must be destroyed in that farm.
In the case of natural bird gardens, bird owners need to promptly detect sick and dead birds to handle such as burying or burning; At the same time, samples should be sent to the laboratory of the National Center for Veterinary Diagnosis, Regional Animal Health Center in Ho Chi Minh City and the Veterinary Institute.
Garden owners must conduct disinfection with lime, chemicals such as formol 2-5% a week; visitors are strictly forbidden to go out to the bird gardens and grazing poultry near bird gardens. Report to SDAH to coordinate disease monitoring.
Zoo directors and parks must isolate birds and ornamental birds from other animals; disinfection of breeding facilities with lime, chemicals such as Benkozid, Virkon . and promptly detect sick poultry as well as temporarily prevent visitors from traveling to poultry and ornamental birds areas .
Two ways to destroy
The Department of Animal Health (Ministry of Agriculture and Rural Development) has proposed two methods of destroying birds and ornamental birds, which are:
- Buried poultry:
Use a large nylon bag or pineapple sack for poultry to come in, tie the bag tightly, spray antiseptic to the place of destruction.
Dig a hole deep 2.5-3 m, length and width depending on the number of poultry needs to destroy; Spread a layer of nylon over the entire surface of the bottom and pit walls, pour down the dead bird's body. Before pouring, use the incision knife to tear the poultry container for easy decomposition. Spray antiseptic or pour lime powder on the surface of poultry and soil; The distance from the surface of the poultry layer to the ground is at least 1 to 1.5 m, the soil on the surface is very tight.
- Burning poultry:
Burn poultry carcasses in the pit with wood, coal, gasoline, and oil, then fill up the soil and pound it like a burial. Poultry can be burned with specialized incinerators.
Poultry burying locations must be selected far from residential areas, schools, hospitals, markets, roads and daily-life water sources.
In parallel, it is necessary to practice burning and burying wastes (feces, garbage .). For contaminated cheap materials, it is advisable to burn. Other breeding tools, if unable to burn, spray disinfectants such as Cresyl 5%, caustic 2-3%, Formol 3%, all over the floor surface, floor, yard, walls, feeders, drinking troughs , ceiling, roof of the barn. The disinfectant must be sprayed with the entire surface of the disinfectant, about 80-120ml / m2 area and sprayed from high to low.
After 24 hours, rinse the floor and the material with water, dry and disinfect for a second time. Before the end of the epidemic announcement, the entire breeding area must be decontaminated for the last time. The cleaning water is concentrated in one place, disinfected before being discharged by adding lime to reach a concentration of 10%.
The area around the barn must be luminescent, collecting waste tools and materials for destruction, then spraying the disinfectant as above.
