This proposal was drafted by the European Commission in January and is considered a move to prevent climate change. The European Commission called for "the remaining developed countries to reduce emissions and quickly move towards an international agreement on global emissions reduction". However, international negotiations on this issue to find a new agreement to replace the Kyoto Protocol that expires in 2012 have met many obstacles.

Now the EU's most difficult thing is to find ways to cut emissions so that it still satisfies members who oppose the agreement. It is known that Hungary, Poland and Finland are countries against this goal.

Leading the way in cutting emissions is Germany. Sigmar Gabriel, German environment minister, said the country was prepared to cut emissions by up to 40%.
