Vietnam built the first dedicated video encoder circuit
In the morning of May 18, 2015, the University of Technology (Hanoi National University) published information about IC product VNU-UET VENGME H.264 / AVC @ 2014 (hereinafter referred to as VENGME H.264 / AVC). This is the first dedicated video encoding IC in Vietnam.
The topic chaired by Associate Professor Tran Xuan Tu designed and built hardware architecture to implement video encoding functions compatible with H.264 / AVC standard for mobile devices. After the successful design, the design was produced at Global Foundry with 130 nm CMOS semiconductor technology.
VENGME H.264 / AVC is the most widely used IC circuit in the world today and has very high complexity, integrating over two million logical ports (equivalent to 8 million transistors ). In addition to accessing and mastering the design technology to meet the standard coding function of microchip, the research team also has a number of specific optimal solution development, such as 4-stage pipeline processing techniques , methods Data reuse, calculation techniques during data transmission between basic blocks, low power design techniques.

Microchip has a number of outstanding features compared to technology products in the field of application being researched and deployed in the world in terms of performance, energy consumption and design costs. It can handle real-time video resolution up to HD 720p at 100MHz, with a relatively small power consumption (53 mW). These innovative contents are the basis for the authors to publish 10 articles in the ISI / Scopus system and are interested by the international scientific community, citing 26 times.
Through research, the University of Technology has built a relatively strong scientific staff, mastering integrated circuit design technology and being able to solve modern technology problems, allowing deployment. design important circuits for national defense and security with internal resources.
VENGME H.264 / AVC video signal encoder is designed to target applications such as security cameras, traffic cameras, field surveillance cameras or simply cameras to monitor buildings, schools, and locations. public points . and mobile devices such as smartphones, video cameras. At the announcement ceremony, the University of Technology and Saigon Smart Solution Co., Ltd. signed an agreement on technology transfer and equipment development cooperation for VENGME H.264 / AVC.
Technology products of the project were also partly shared with the Institute of Electronics and Informatics under the Atomic Energy Commission (CEA-LETI) of the Republic of France to continue to develop towards reducing the power consumption. - one of the increasingly rigorous requirements of green technology- oriented mobile devices .
Mr. Nguyen Thanh Binh, Director of the Department of Science and Technology (Government Cipher Committee) said that the Cipher Committee also aims to soon design a microchip for use in the industry."We have working sessions with PGS Tu and see the possibility of cooperation after a very positive announcement. Although the journey to product is long, this is the first step of technology and public development orientation. High quality technology gradually replaced outsourced workers, " Mr. Binh said.
"The National Development Program for Microchip-Oriented Product Development, Technology Innovation Fund also aims to develop electronic circuits as one of the key directions. The Ministry of Science and Technology will thus facilitate so that research and training units can join in the programs of the Ministry of Science and Technology ", Mr. Nguyen Van Tang, representative of the Office of National Product Development Program (Ministry of Science and Technology ), confirmed.
Microchip is the basic, key part of all industrial products, especially electronics , and can be likened to " industrial rice". The proactive production of electronic circuits with diversified functions and the latest modern technology updates will enhance the value of electronic products produced in Vietnam with a profit of up to 30%. Successful research and manufacture of microchips also contribute to the training of high quality human resources for the knowledge economy, reducing the trade deficit of electronic components and technological solutions, creating products with images enjoy and greatly impact the development of the country's economy.
With this product, Vietnam can also master electronic technology for national security , design and manufacture of important electronic circuits in weapons systems, military military equipment, and positioning system. pepper; information security. These are problems that cannot be ordered or outsourced to design and manufacture.
Mr. Nguyen Huu Duc, Deputy Director of Hanoi National University, assessed that the research group of Associate Professor Tran Xuan Tu has well combined the views on research and practical integration and international integration (derived from practical requirements). of the country, but should be implemented according to international standards approach; basic research and technology development with a high level (to ensure the detection of new knowledge, new solutions that can be published in international journals, or invent and patent) Application research sites have high scientific content.
" Together with the Ho Chi Minh City IC industry development program, VENGME H.264 / AVC video encoder product of Hanoi National University contributes to enhance Vietnam's position on the realm map. chip production of the world, consolidating the 3rd position in ASEAN region, Hanoi National University will continue to support and invest in the research and development team of microchip manufacturing and development. new generation of circuits can compete globally , "said Prof. Nguyen Huu Duc.
