The flood control agency in the capital said that on August 8, at least four major roads of the capital could not be circulated. In many areas of Taft Avenue, the water flooded the knees. In Paranaque and Pasay cities, dozens of people ride buses and drivers are stuck in the water due to a car crash. Cyclo drivers must make use of sidewalks to take passengers, while people use tables and chairs to make temporary bridges.

In the face of severe flooding, the Metro Manila School District allowed students at all levels to leave the morning session on August 8. Meanwhile, rescuers said they had saved five brothers and sisters trapped under a collapsed wall for three hours in the city of Antipolo. Luckily no one died.

According to the Philippine Meteorological Agency (PAGASA), Hurricane Pabuk traveled south of Taiwan's island and continued west, heading to southern China, with winds of 110 km / h and 150 km / h.

China has evacuated thousands of people along the southeast coast. Earlier this storm caused heavy rain and temporary power outages in Taiwan, affecting more than 500,000 households.
