At the same time, the report also proposed to organize the establishment of nature reserves on the Red River. Construction of stations and camps in key areas. Conduct research on biological and nourishing surfaces. At the same time, there should be coordination between the two fisheries and irrigation sectors in the construction of hydroelectric dams.

Currently, scientists at the Research Institute for Aquaculture No. 1 have experimented with fish in 3 species of spotted fish, fried fish and sudden fish in cages, ponds obtained satisfactory results. Lentil is a good prospect when culture in ponds with occasional water addition, cage culture results are limited. Fried fish is well grown in cages, not suitable for static water ponds, periodic water changes. Fresh fish is suitable for farming in ponds and cages in the Northern mountainous conditions.
