Vietnam nuclear power needs to have standards

The Chairman of the National Nuclear Safety Council asked the relevant units to soon build a legal system and technical regulations for nuclear power.

At the second plenary session of the National Nuclear Safety Council in the morning of November 27, the council members focused on discussing the framework of legal documents for the nuclear power program. The National Nuclear Safety Council is an advisory body to assist the Prime Minister in directing and resolving important and inter-branch issues on nuclear safety.

"If we do not well prepare the legal basis for nuclear power we certainly cannot build nuclear power plants on schedule", Minister of Science and Technology, Chairman of the Council, proceeds Dr. Nguyen Quan emphasized.

According to the evaluation of the council, the state agencies have not yet developed and issued a comprehensive and complete set of standards and guidelines for surveying, designing, manufacturing, constructing and shipping. nuclear power plant operation.

In the report on the process of implementing nuclear power project in Ninh Thuan, Mr. Phan Minh Tuan, Vietnam Electricity Group, said that the lack of and asynchronous regulations, standards and guidelines, caused difficulties. and certain problems during the project implementation.

The council members said that in the context of no experience in building technical standards for nuclear power, Vietnam needs to review the report on the application of foreign technical regulations such as Russia and Japan. After that, during the implementation process, it will draw experience and give out Vietnamese technical regulations suitable to international and meet the demand for nuclear power development in Vietnam.

Dr. Nguyen Quan suggested that ministries should soon issue legal normative documents for each field and gather them into a common standard of Vietnam.

At the meeting, board members heard reports of nuclear power site survey results, accepted technical standards applied by Ninh Thuan 1 and 2 nuclear power plant suppliers, the role nuclear power human resources.

Vietnam's first nuclear power project is expected to be located in Ninh Thuan province, consisting of two factories with a total capacity of 4,000MW. Ninh Thuan 1 nuclear power plant was built in Phuoc Dinh commune, Thuan Nam district. Factory No. 2 in Vinh Hai commune, Ninh Hai district.

The plan to build these factories has also been approved by the National Assembly, in which the process of building factory No. 1 will take place from 2014 using Russian technology and starting electricity generation in 2020.
