'Cyclone 4 Alcantara' is a strategic alliance project in the space sector that was agreed 9 years ago and is expected to orbit from the launch pad at the Alcantara base, Northeast Brazil.

As of 2013, the total investment capital for this project will be about 588 million USD. Brazil wishes to join the club of nations that master the technology - techniques needed to launch satellites into orbit that so far only belong to the US, China, France, India, Israel, Japan, Russia and Ukraine.

Ukrainian Foreign Minister Konstantin Grischenko said the country is likely to cooperate with Brazil in other areas such as the navy, especially transferring technology to produce tanks and other military equipment.
