The Committee will represent Vietnam to join international organizations in space technology, a focal point for international cooperation in this field.

Under the draft project, the Minister of Science and Technology will be the Chairman of the Committee. The President of Vietnam Academy of Science and Technology is the standing Vice Chairman. The Committee's office will be located at the Vietnam Academy of Science and Technology.

Under the Vietnam Academy of Science and Technology, the Institute of Space Technology is responsible for researching basic issues related to space science and technology; preside over research and development of small satellite technology; to assume the prime responsibility for formulating and submitting for approval and organizing the implementation of an independent science and technology program on aerospace technology (IT), a key laboratory project on aerospace technology.

GS. Tuan added that the Vietnam Academy of Science and Technology will also submit to the Government a feasible scheme on small satellites later this year. The scheme mainly proposes small types of satellites that Vietnam will receive technology transfer from a certain country through international bidding. On that basis, Vietnam will develop and improve that technology later, mastering small satellite technology.

Permitted by the Prime Minister in Official Letter No. 696 KG, on February 23, 2001, Vietnam Academy of Science and Technology developed a pre-feasibility study report for the project "Vietnam Small Satellite, monitoring natural resources, environment and natural disasters '' . The pre-feasibility report of the project has been appraised by the Ministry of Planning and Investment and submitted to the Prime Minister in November 2002. After the Approval of the Space Technology Research and Application Strategy, the project moved to the stage of feasibility studies and international bidding.

According to experts, self-built small satellites will bring more economic benefits than spending money to buy photos or hire satellite manufacturing because the quality of labor in this area is very expensive. In sensitive times, sometimes money does not buy photos in disputed areas.
