Mr. Luu Minh Hai, deputy director of Lao Cai Meteorological Center said, this is the first time in history, Lao Cai Meteorological and Hydrological Center recorded an unusual flood in winter.

Compared to this time of many previous winters, the water level on Lao Cai rivers is low, and even the bottom is sometimes inert. The cause of this unusual flood, the Center determined the night of the morning of January 14, due to the influence of the convergence of high winds, in Lao Cai province, there was rain and heavy rain. Rainfall is calculated from 13-15 January popular from 15-25mm, mountainous areas where more than 30mm rain. Especially in Sa Pa, heavy rain with 82.9mm.

At 4 am on January 15, Lao Cai hydrological station observed the highest water level up to 77m15. Flood amplitude reaches 1m15, showing flood on the downstream rivers.
