Currently, there are no regulations on tax calculation, post-clearance inspection, information processing, risk management and customs control applied to e-customs procedures. Follow the manual process, not suitable for electronic customs procedures. The manual processing must be more specific as stipulated in Decision 50/2005 / QD-BTC: Enterprises shall declare and take self-responsibility in the calculation of tax, when the enterprise declares it electronically through the system The customs authorities check the tax calculation.

But the program has not yet been automatically implemented, e-customs sub-department must use its own self-built tax calculator to check the tax calculation. In addition, most of the policies of the special consumption tariffs have not been encrypted; Import and export tariffs, preferential tariffs for each country block, each country is not fully gathered so the distribution is completely done manually.

Incomplete software

The first is the issue of editing the declaration of the business. Since the program has not designed the contents of declaring the reasons for proposing the amendment of the enterprise's declaration, it automatically notifies the status of the enterprise's request for amendment declaration and the sequence of procedures for editing the declaration form. The plan on the program is not reasonable, so the cases of modified declarations are often handled slowly. Therefore, the customs office must regularly check the list of required declarations of the enterprise and must contact the business by phone to know if the contents to be amended can be accepted.

The software program also reveals incompleteness by monitoring and subtracting licenses that are implemented as manual customs procedures because the program has not been implemented yet because the license has many types and has not been standardized. For example, the license has 2 lines of identical codes, the system does not know which row to handle; if the quota is allocated according to the value, the system shall not know the deduction from the declared value or tax calculation value and subtract at any time; If the enterprise declares otherwise on the license, the system cannot handle it.

After that, the form of electronic customs declaration form HQ / 2005-TKDT is generally provided for import declarations and export declarations. For export declarations, it is very important to determine the country of importing goods in issuing C / O (certificate of origin of goods). However, the current declaration form does not have the criteria of importing countries, but only for exporting countries, so it is difficult for enterprises to issue C / O and payment .
