Ahead of the international climate conference (COP 18) in Doha, the signing marks a new phase in France's commitment to support Vietnamese government agencies in responding to climate change.

According to the announcement of the French Embassy on November 21, the research contract was funded by the French Development Agency (AFD). This type of climate plan is only a pilot and will be replicated in other cities and provinces of Vietnam.

The study is part of the Program to Support Climate Change Response (SP-RCC), which was initiated in 2009. Since its launch, AFD has funded 60 million euros for the program.

In the period 2006-2012, AFD supported Vietnam 342.5 million euros through 12 development projects involved in combating climate change and adapting to its impact. The French Development Agency has been operating in Vietnam since 1994. AFD's total development support commitments to Vietnam amounted to 1,380 million euros, for 69 projects.
