Chao - Senior Advisor of International Trade Center ITRI Taiwan said: To implement this technology model, at each national level, the environmental protection agency must have a duty to build a system of master plans for ecological industrial zone development (ESTP) and financial support for incentive programs. On the side of provincial governments, it will be responsible for providing land for infrastructure construction; at the same time promoting and developing those ecological industrial parks.

Accordingly, each eco-technology industrial zone will be designed with four basic parts, including: a large-scale production area, exhibition and training (R&D) area and supporting equipment.

These zones will be designed to promote the development of socio-economic systems in a closed circle in the area . This system will be adopted to introduce the combination of raw materials and renewable energy, the production of highly efficient environmental equipment and strategic clean technology industries into the respective industrial parks. . All companies applying to the industrial zone will have to follow a strict screening process before they qualify for assistance from ESTP. Priority will be given to technology companies that possess elements of innovation and entrepreneurship.

Financial incentives in green technology industrial parks will be specifically secured by reducing and exempting tax for domestic investment projects; support equivalent to 50% of land rent, 10% of capital and production cost of up to 800,000 USD. R&D costs alone will amount to USD 160,000 in the field of laboratory research projects and USD 320,000 for experimental research projects.

Government support programs are primarily focused on providing marketing and sales support services, ensuring the supply of raw materials, setting standards and specifications of products from which incentives are offered. purchasing green products. And the more important issue is that the one-stop administrative service will be provided by the provincial authorities to support the filing of permits and to request permission upon request.

Beginning in 2003 with a total cost of US $ 185 million invested in infrastructure and support programs , the green technology industry's target will attract about US $ 500 million of total investment capital from Private area. The biggest goal of this program is to establish a profitable green technology business platform, penetrating the Asian market by maximizing the material and energy used in the region. And so far, four such eco-industrial parks in Taiwan have been established.

Mr. Chih C. Chao said: After more than two years, 36 companies have met the standards and transferred to the ecological industrial zone. To date, the total investment of private sector has reached about 240 million USD, while the total revenue expected each year will reach about 480 million USD. And the plan is to have at least 80 companies participating in four eco-industrial parks, bringing revenue to about $ 1 billion per year. And more importantly, about 3 million tons of materials can be regenerated. Annual waste will be collected and reused.

Not only Taiwan but also developing countries like Vietnam, waste has been polluting the environment and becoming a problem at the national level. The cooperation between the Government and the business community in developing green technology models has turned the challenges of managing and treating waste into a green business opportunity with great profits.

From here, eco-friendly industrial networks are established through market-oriented industrial cooperation. The link between creating waste with users of regenerated products formed through the operation of value-added green technology. This will contribute to ensuring sustainable development and competitiveness of commodity and national products.

Building and developing green technology is necessary and has been formed in many countries with the goal of sustainable development, environmental protection under the pressure of unsustainable economic development. Mr. Chih C. Chao said that this model is completely suitable in Vietnam.
