The sanctioning is carried out because these enterprises do not have written confirmation of meeting the technical and professional conditions of the Ministry of Post and Telematics in Joint Circular 60/2006 / TTLT-BBCVT-BVTTT-BCA about managing online games and the Government's Decree No. 55/2001 / ND-CP of August 23, 2001 on the management, provision and use of Internet services.

The first 6 online game businesses were fined including IT Investment and Development Company (VTC), Vina Game Software Services Joint Stock Company (Vina Game), VDC Computer and Data Communication Company , Virtual World Technology Joint Stock Company, FPT Telecom Joint Stock Company and Asia Software Company Limited (AsiaSoft).

In particular, VTC (65 Lac Trung, Hai Ba Trung district, Hanoi) was fined 15 million VND and had to suspend the release of 2 online games Space Cowboy and Rhythm of life in Ho Chi Minh City. These two games were released April 10, 2006 and May 31, 2006 in Ho Chi Minh City.

The same reason for sanctioning VTC, VinaGame (166 Cao Thang, District 10, Ho Chi Minh City) was fined VND 20 million due to aggravation: providing online games Cuu Long Tranh Ba after the Circular 60 had enforcement effect. The company must also suspend the provision of 3 online games including : Martial Arts School 1 , Ragnarok and Cuu Long Tranh Ba .

VDC (14 Tran Hung Dao, Hoan Kiem District, Hanoi) was fined VND 20 million due to aggravation: providing the online game Silk Road (September 14, 2006) after the Circular 60 enforced. The Silk Road game was also forced to suspend its release within 10 days.
