At the meeting, VnCert representative emphasized the need to have a unit to monitor the situation and propose joint action programs, all relevant units need to discuss plans to resolve incidents and concerns. According to VnCert, the Regulation should mention coordination among units in establishing emergency communication channels and information sharing; forming the ability to control network access, participating in domestic and international drills, preparing forces and troubleshooting facilities for service networks and meeting inter-unit briefings on a monthly basis .
