ICT development cooperation: Goals

The workshop

The conference " The Xth Vietnam ICT Development Cooperation " in Thanh Hoa offers a more conservative initiative, while drawing on previous collaborative initiatives / programs. In addition, the announcement of Vietnam's ICT readiness index 2005 (ICT Index Vietnam 2005) caught the attention.

Thanh - Nghe - Tinh shook hands

Thanh Hoa, Nghe An and Ha Tinh are 3 provinces with many similarities in nature, economy - society. According to Mr. Nguyen Van Loi, Chairman of Thanh Hoa Provincial People's Committee, the technology development cooperation, information exchange in the fields of social life is an opportunity for three provinces to develop together. Therefore, at this conference, the leaders of the three provinces agreed to the initiative of ' ICT development cooperation in three provinces of Thanh Hoa - Nghe An - Ha Tinh '.

The purpose of the initiative is to promote cooperation in ICT application and development to enhance information exchange, sharing experiences and solutions in socio-economic development, national defense and security; create a premise to promote comprehensive cooperation in all areas.

The content of the cooperation program consists of 5 points, about: ICT infrastructure, ICT application, organization of unprofessional youth informatics contest, organizing fair about ICT, human resource training. Compared to previous cooperation programs, the initiative in Thanh Hoa is more specific and conservative, especially in terms of infrastructure cooperation (often not considered an initiative). Specifically, the content of cooperation on infrastructure is as follows: Exchange of experiences, solutions for investment in infrastructure development and ICT services for dynamic economic zones of 3 provinces, as a premise to promote development development for other areas; establishing access points, ICT centers in the community, with priority given to remote areas with capital from organizations, telecommunications enterprises and local government sources.

Regarding the content of cooperation in ICT application, it is noteworthy that 3 provinces will focus on sharing and exchanging information on agricultural, forestry and fishery extension.

Some officials in Thanh Hoa province said: The reason for the 3 provinces is to provide quite basic cooperation contents - such as infrastructure - because these contents are suitable for the economic conditions of the region. All 3 provinces have many remote districts and communes; infrastructure development is very important and that is the factor promoting IT applications. On the other hand, 3 provinces have also learned from previous initiatives: Due to high targets and not close to reality, when implementation is difficult .

Looking back on old initiatives

In the final report of the 10-year workshop of ' Vietnam ICT Development Cooperation ', Mr. Le Truong Tung - Chairman of Ho Chi Minh City Computer Association - commented: " With previous cooperation initiatives / programs, The unfulfilled content seems to be more than what has been done . 'Mr. Tung said that the contents of initiatives may not be suitable for the ability to implement, the potential of limited associations and agencies. State management lacks determination, when enforcement needs coordination, the localities have not done well.

Regarding the initiative of interconnected information network (CCC) in the Northern key economic region (CFEZ), it was launched in 2005, although Hanoi was very active in the preparation of preparatory work, and the provinces agreed fairly basic content framework, methods of cooperation and information provision, but in the short term there are still many difficulties. According to Mr. Pham Vu Cau, chairman of Hai Phong Electronics and Informatics Association, the technical factor is only a small, manageable aspect. The problem is how to get information online, especially information that reflects reality and timeliness, as well as general synthesis of the whole region. Although the provincial Departments of Post and Telecommunications, the informatics associations of the provinces have shown their determination, but that is not enough because these agencies and organizations do not hold important general information on socio-economic development. Therefore, there should be an agency strong enough to coordinate the operation of the network, along with an appropriate operational mechanism and human conditions. All these issues have not been clarified.

As representative of the leading agency in the construction of CFEZ regional network, Mr. Dang Vu Tuan, deputy director of Hanoi Department of Post and Telecommunications, said that difficulties and obstacles lie in that: The country has not had any key economic regions. building a network of autonomous institutions so there is almost no practical experience on this issue. The construction of the regional economic exchange system for MERCV for socio-economic development is a large-scale and complicated work, but the principles and regulations for implementation are lacking. The linkage between provinces / cities is loose link, lack of binding. The legal framework is incomplete, there is not yet any agency in charge and general coordination for the construction of regional regional economic network, not yet built up a good orientation for the mechanism of construction organization, deployment and operation .

Currently, the mechanism of organizing in a province is not favorable for building an information system. The Department of Planning and Investment is a standing body for the regional socio-economic development and cooperation program, but the Department of Post and Telecommunications (MPT) is permanent for the construction of the VSD network; Meanwhile, the existing website and electronic trading portal of the provinces / cities belong to the Department of Post and Telecommunications or the People's Committee offices of provinces and cities.

Similarly, Kien Giang initiative in 2004 (with the aim of bringing the implementation of ICT applications, especially the Internet to the rural areas) is also stuck in the process of implementation. According to a report by the Can Tho Computer Association, this initiative has not come into the lives of people in the Mekong Delta after 2 years. Can Tho Computer Association proposes the initiative in regional ICT development workshops to fit with the capabilities of the localities, and the IT and IT management agencies must have the support extreme (investment is adequate and really enter).

ICT is closely linked with economic development

At the conference, Mr. Nguyen Long, Secretary General of Vietnam Computer Association announced the readiness index for ICT development and application in Vietnam in 2005 (Vietnam ICT Index 2005). This can be considered as the first official report on Vietnam's current status of ICT development and application. Different from specific reports or studies of some international organizations and the TP. HCM, Vietnam ICT Index 2005 not only evaluates on a general scale but also assesses in detail for each type of objects such as provinces / cities, ministries / sectors, and especially applied enterprises. There are 60/64 provinces / cities, 26/28 ministries / sectors, 29/48 commercial banks, 44/97 corporations 90-91 send participation reports.

In addition to the overall ranking, ICT Index also ranked according to each target group such as ICT technical infrastructure, ICT human resource infrastructure, ICT application, organizational and policy environment; own ranking of economic sectors / sectors and non-economic sectors; ranking provinces by each key economic region in the North, South, Central, Northern mountainous provinces and Central Highlands .

According to some experts of the Ministry of Post and Telematics, looking at the rankings, it can be seen clearly that the group of highly ranked provinces in ICT development and application has a higher and more dynamic economic growth rate. The same is true for other subjects in the survey area.
