At present, the on-shore communication system for marine activities includes the system of Vietnam coastal information stations, border guards . The exchange signal between the Control Center and the transmitting and receiving stations of the coastal information stations uses microwave transmission lines which are not highly redundant.

Therefore, the project is designed to clearly assign responsibilities of each ministry and branch when organizing information. Specifically: Ministry of Transport directs Vishipel Company to continue to improve the technical infrastructure and management capacity of Vietnam coastal information stations.
