Unlike other industries, nuclear power relates to radioactive safety, so those involved in this field must be trained very closely.

In fact, many incidents of nuclear power plants in the world have been derived from operators' carelessness, not by design, technique .

For example, the incident in September 1999 at Japan's Ikata factory was caused by employees not complying with the order of operation, causing severe radiation contamination for 3 people, of which 2 died. Or as the Chernobyl catastrophe occurred partly due to design errors, but it was the human recklessness that turned that potential risk into reality.

Meanwhile, according to the ' Strategy for peaceful use of nuclear energy by 2020 ', our country will implement a long-term program to bring the share of nuclear power in the electricity production structure up to 11. % in 2025-2030 and 30% during 2040-2050.

Moreover, it is possible that only the first nuclear power plant will be built in turn-by-turn mode, and the next plants will be built with increasing localization rates. According to the above strategy, from 2030 onwards, Vietnam will start technological research and development.

Therefore, according to experts, the most important task of Vietnam nuclear power industry is training human resources. GS. Cao Chi (Vietnam Institute of Atomic Energy) said that the quality and quantity of human resources will determine the success of the nuclear program, deciding the safety and economic aspects of projects.

According to him, if we have about 300-500 good experts with high qualifications, the success of the nuclear program will be guaranteed in the early stages.

There should be a National Steering Committee for human resource training

According to GS. Cao Chi, the issue of human resource training for the nuclear industry must be a problem at the Government level. Therefore, without a national steering committee for human resources training, we cannot carry out the task of training human resources for the nuclear program.

The Prime Minister approved on January 3, 2006, the "strategy for peaceful use of atomic energy by 2020" also affirmed: In the case of a national steering committee for nuclear program yet In order to establish, it is necessary to establish a National Steering Committee for Human Resources Training.

Accordingly, this Steering Committee will include representatives of three ministries: Ministry of Industry, Ministry of Science and Technology, Ministry of Education and Training.

However, so far, projects on training human resources for nuclear power have only been conducted at the Institute of Energy (Ministry of Industry), Vietnam Atomic Energy Institute (Ministry of Science and Technology), but still There is no similar scheme in the Ministry of Education and Training.

Take advantage of existing human resources

GS. Cao Chi said that we need to take advantage of existing human resources, who are helping the Government plan the nuclear program. This is a force of many technical experts, nuclear technology, reactor calculations . Many of them have been studying and practicing on overseas reactors, some of them also an expert of the International Atomic Energy Agency (IAEA). Therefore, if you consolidate, train more and upgrade, this is a useful human capital.

In addition, according to GS. Cao Chi, from now on we need to think about training leading cadres. Experience from many countries showed that they thought about this issue very early and sent abroad hundreds of academic staff in 5 years or 10 years.

According to GS. Cao Chi, if right from 2006 we send about 10-30 excellent staff, in 2011-2012, we will have about 10-20 good officers, worthy of leading position.
